CHAPTER SIX

FINANCIAL REGULATIONS

Article 1

In pursuance of the provisions of Article (42), Paragraphs (A) and (B) of the Constitution, the regulations governing entrance fees and annual fees of the Society’s members shall be as set forth in Appendix No. (4) of these Bye-Laws.

Article 2

The Board of Directors shall follow a system of purchasing whereby all the Society’s necessary purchases shall be made. Such system shall be as follows:

  1. A financial committee shall be formed to supervise bids and awarding of tenders.
  2. At least three bids must be obtained in each purchase.

Article 3

  1. An amount may be deposited with the Administration Manager of the Society to be specified by the Board of Directors to be used for miscellaneous expenses.
  2. The chairman of each committee shall have the right to disburse a petty cash of not more than BD 30.000 (Bahrain Dinars thirty) a month without referring to the Treasurer.  However, he must submit payment vouchers for the expenses to the Treasurer at a later date.

Article 4

The Board of Directors shall have the right to specify the fees deemed necessary for publications, newsletters or certificates issued by the Society, or for participation in conferences, training courses or workshops organised by the Society, or for any other activity.

Article 5

In case the Society nominates any of its members to represent it in engineering competitions or arbitration or expert knowledge, or for any other assignment within the Society’s competence, the Society shall have the right to charge a percentage of the fees or remuneration paid to him by third parties.  The Board of Directors shall specify this percentage which must not exceed 15% of the total remuneration and fees.

Article 6

In case the Society nominates one of its members to represent it outside Bahrain, the Board of Directors shall specify the per diem allowances for living expenses and other necessary expenses, provided that such allowances must not exceed those determined in the rules laid down by the Civil Service Bureau in the State of Bahrain.
